I got it here:

You just download the XML file, make sure you save it to your hard drive. Then upload it following the direction on blogger.

mine look like this, still a work in progress not totally happy with it yet:

anybody else try the 3 column templates? when i click the template i want i just get the code, not a download box.....

I tried copy and paste for just the code but it didn't work. I then downloaded the XML to my desktop, then using the "change html" function on blogger I uploaded the new XML template, worked well but you will lose any "page elements" you created like link lists, text, etc.

What web browser do you use. I had no problem just opening the file using Mozilla, when I tried copying and pasting.

The new 3 column template is rad! My page is 10x better. And Site Meter is a phenom free service. The new page rox!

yeah, sometimes it (W/F/S labeling) gets taken a lil' over the top. This one was pretty evident by the name of the site....I thought.
