This would be rather toxic, but you could get some PVC and take a hot torch (blow torch) (i've done this for something else entirely) and bend the PVC to the desired shape on just the handle, sand off the burnt/smokey looking areas and then go for it.

Still leaves the problem of getting the cover material over the bent rebar. That's the real dilemma. The only solution I've come up with (other than those already mentioned) would be to bend both the rebar and cover pipe at the same time, which isn't possible with the materials/equipment I have.
