Knees2Elbows qn

The pullup bar in my gym has recently been blocked by the squat rack so Ive been using the bar on the squat rack but I cant dead hang straight.
Can I do knees to elbows with my knees bent 90degrees and can you also kip for pullups in this position?

Yes and yes.

A kip with knees bend at 90 degrees isn't much harder than a regular kip.

K2E will be harder, but that just adds to the fun.
