A silly question.. But couldn't find answer

when I'm told to do, for example, a 95 lbs thruster, does the bar weight count? meaning if the bar weights approx 45 lbs, I should put only 2 25lbs plates?

and when i'm told to do a 45 lbs thruster, I should lift the bar only??

or the weights indicated are only the plates weight?
