My training partner cannot even get to parallel in a squat without something under her heels. She says the tightness is more pronounced in the front of her shin than around the achillies.
She can squat deeper if she actually sits down on something (like a box squat)but the last part of descent is not controlled and she really reaches her butt back. The more she tries to sit down between her feet the shallower the squat.
Any ideas or remedies?

It sounds like their are some other things preventing her from getting deep. There should not be much ankle movement during the squat to cause tightness in the lower leg. Sounds like tight hips and/or tight achilles preventing her from getting in the right position. Don't use the board, that will prevent her from dynamically stretching during the squat. Do some good hip flexor/achilles stretches, and maybe work some assisted squats holding a bar or partner to focus on getting deep and maintaining good form.

There is a great CFJ that covers squat progressions in detail. Also, look into Rippetoe's book as well as Dan John's squat form articles.

Get rid of the block. I'd even go so far as to say get rid of the shoes.
