Is this worth it for $100?

I can get a used one of these for $100 and they are over $1000 new. The person selling it says it's a Nautilus Deadlift machine, but it appears to be a T-bar row machine. However, it still appears that you could do shrugs and deadlifts on it? Appears to be a good deal for $100?

Shrugs and deadlifts are better done with a barbell, in my opinion. Thats not a t-bar row machine. Its probably worth $100 in material but for the limited exercises that could be done, I'd put my $100 to a barbell and weights. Or buy it for $100 and try and sell it for more, although that might be very risky.

This is a bargain if the price info is correct. However, I think you'll find that most folks here would recommend doing the movement with a good old fashioned barbell and stay clear of machines if possible. The less reliance you have on them, the more you incorporate balance and coordination into movements.

You could always buy it and resell it!
