"jump and touch" question

I'm about to go do this WOD, but I'm not clear on whether the 12" is measured from my max reach with heals on the ground or from standing on my toes. The video doesn't show their feet when they measure, but it doesn't really look like the girl is up on her toes when he measures.

Attach an object at precisely 12" above your maximum reach with rope or cord, and complete 4 rounds for time of:
30 Jump and touch
185 pound Deadlift, 20 reps
10 Handstand push-ups

The standard on 12.1 was to measure with your feet together flat on the floor, so I would apply the same standard here.
