is it normal to be weaker at the hang power clean than powerclean from the deck? I find thati am stronger power clean from the deck than hang powerclean.

Normal, but not always the case. If the positioning of the bar coming off the ground is quite poor, then often the lifter will be able to handle more weight from the hang than from the floor.
