How many "active" carbs are there in a cup of walnuts. The package I buy from costco reads: 4 grams carbs, 4 grams fiber. I know this can't be right. Any opinions? I have heard numbers from 6 up to 8 for active carb counts.

I'm fairly sure that almost all the carbs in walnuts are fibrous. If you're still worried, count a serving of walnuts as 1 gram.
