Probably.

I wonder why they did medial instead of lateral though. Possibly avoid ITB and other stuff?

Regarding the incision...

It seems to be a mid-vastus or sub-vastus incision(both "quadriceps-sparing" techniques). They allow the quad to get have less atrophy and quicker recovery of extensor function.

The staples are superficial, the location is related to the underlying anatomy.

That makes sense actually since they would have to basically cut through the rectus femoris if they went straight in.
