While perusing Art Devany's blog for some time, it seems that he is of the persuasion of the HIT school of thought. He frequently has cited such folks as Dorian Yates, Mentzer and Clarence Bass to name a few. For example, he also advises a law enforecement officer to do only 2 high intensity workouts a week, with a third being added for more of an active recovery. Are these protocols grounded or are they too infrequent?

I personally think DeVany's routines are too infrequent and utilize too little volume. You can definitely make decent progress that way tho, IMO.

DeVany is a very interesting fellow, highly intelligent and very fit for his age. It has worked for him and a lot of what he says has merit, I'm just not sure how much of his own success is from his genetics.

De Vany may be a "HIT Jedi" to a certain extent but from what I remember he says you shouldn't train to muscle failure, "never never never" was the actual wording IIRC.

While DeVany appears to be in great shape, I am alway gun shy to anyone touting a "one size fits all approach". My feelings on the matter are that you need to experiment and determine what volume / intensity / frequency is best for your genetics, time schedule, and goals.
