We got a CUP for the city of Riverside, CA using a warehouse space for a gym. Our owner was concerned that submitting the permit would trigger a bunch of checks for handicap access standards, etc. and end up causing him to pay $10k to update things to current codes.

Luckily for us, after talking with the planning department we found out that because we were not modifying the building to move in that none of those checks get triggered. We submitted all our plans and a brief description of what CrossFit is, small class sizes, it's not an "open access" gym, open floor plan and few photos of typical spaces. You also need to be able to prove that if you move in that there will be enough parking spaces for the type of use that you're switching it to.

Most people working for your city's government are going to think 24 Hour Fitness when you say CrossFit Gym. You need to show them we're a little different

I would suggest going down and talking to your planning department in person. Bring the floor plan if you can. Once our landlord was satisfied when we showed him that he wouldn't have to do anything he gave us the keys early while we waited.
