I am wondering about when isometric stretching becomes safe. I heard something about waiting until a person is about 17, fully grown, to start that. How old should you be to use this safely?

Uh, waiting until 17 makes it tougher. As long as the stretching does not take joints out of a normal ROM isometric stretching is safe quite young.
