I do strength training before conditioning too. I don't consider it a warmup though.

It is just a personal point of view, then. You don't consider it a warm-up, but it definitely warms your body up for most movements that are going to follow.

[edit] Most people will split a single session into two parts. Part 1 strength training and Part 2, conditioning.
