If you notice, every time you refresh the page, the symbols change. Take a look at #18. It will always have the symbol that appears in the blue bubble.

They tell you to do:
(10x + y) - (x + y) = z

This simplifies to:
9x = z

In other words, the symbol (which will be next to "z") is always a multiple of 9. So in the chart the correct symbols are always placed next to multiples of 9, plus a special case like 0. 99 doesn't have it because that one will never come up using 2 digit numbers.

I think that's right, anyway! Uh, should I have waited to post this? Just got back from the gym having done some squatting (ME Black Box day)!

It's similar to an old accounting trick with transpositioned digits. Look at the table and you'll see that every multiple of 9 has the same symbol. Try any 2 digit number you like, you'll always get a multiple of 9.
