Rower accessory?

Hey guys,
I just recently picked up a rower from the almighty Craigslist and there's a strange wired thing wrapped around the stand. Not sure what it is. Anyone seen this thing before?

I believe thats a heart rate receiver. it should plug into the monitor somewhere i'm guessing.
