if someone has knees that hyperextend severely, should they go all the way to lockout when they are doing a heavy deadlift? the same thing could be said for hyperextended elbows and a heavy jerk.

Jerks should always be locked out overhead. That said I've never seen anyone with overly hyperextended elbows that compete.

As far as knees, IMO you should never lock the knees out anyway - The hips -yes, the knees - no.

But others may have different opinions.
