Glute/Ham weakness masquerading as hip inflexibility?

I previously was unable to get parallel in a squat, even with no weight. It seemed as if I lacked sufficient dorsiflexion or was too tight in the hips. I was able to put up 225x5 with decent form, just unable to go very low. Lately me and my friend have been really hitting the Glutes/Hamstrings. Lots of straight-legged deadlifts, GHD, Prone leg curl, things of that nature. I am now able to squat fully down pretty much ATG with no problem, and have what seems like much more explosive power from the hips when I drive out of a squat. Just a little observation here, what at first appeared like severely limited flexibility turned out to be a severe weakness in the Glutes/Hams. I still need to work my hamstring flexibility a little bit, but it is a night and day difference.

If you have a job where you sit a lot... I would say yeah.

General, inactivation of glutes and hams occur because we (in the West) tend to sit on our butts (literally) all day.
