I don't know if the bar lands on his shoulders due to the plates blocking the view, but either way his elbows are WAY too low in every phase of that clean. I wasn't as worried about the jerk: if he learns to keep it racked on his shoulders--like you mentioned--and doesn't dip quite so much then with practice that should turn into a passable jerk by CF standards.
