How can I develop enough strength to do L-sit and holds on my paralletes?

Practice them. You can progress up to an L-sit by doing L-holds hanging from a pullup bar. If you can't do that, start with knee to chest holds, then one leg out in an L, then work up to both legs out.

That and doing it with your knees bent, so it becomes more of an "N" sit. Just practice a few minutes a day, and it'll come with time.

L hangs are a bit easier than sits.

Pick up "Building the Gymnastic Body" by Coach Christopher Sommer. It's goes through the progressions of the L-sit as well as several other gymnastic exercises and holds.

Work your hamstring flexibility. It will come fast.
