Concept II Model C with PM2

Looking at picking up a used model C with the PM2 for $750 Canadian (approx. $650 US)

Wanted to know if that is a good price.

Also was wondering what the main differences are between the PM2 and the PM3. I use the PM3 at the gym but have never used a PM2. Do they have the same capabilities. I will not be uploading anything to my computer or racing other rowers.
