You say your performance is good, you feel alright, you aren't looking soft, so why are you letting a number on a scale dictate how you feel? Unless you're around 5'7" it's very unlikely you're overweight at 196lbs. And 196lbs is not too heavy to still be able to run. It's not an ideal weight if running marathons is your hobby, but it's not going to hurt you much on anything PFT distance or similar.
