Train kipping as a skill -- so you know how to do it.

In strength work and workouts I would keep them strict.

So, if you need to use them in competition you know how to do them, but you already have the strength for strict.

I guess it depends what you feel most comfortable with... I feel you go deeper and have more balance with head tilted backwards. But I agree with you Blair, proper form should be as straight as possible.

As for failing and falling, rolling on your shoulder shouldn't be a problem at that point.

For deeper ROM, just do it on a set of parallettes then.

If you want to actually have good control in your handstand, then strict. It really depends on the rep count in the WOD as Blair said. If there's a workout with 70+ HSPU in them, then kip... Otherwise strict, on parallettes and work toward free standing. If you're in competition and they allow kipping, then yeah, kip. Practice both regularly so you can do both.

I don't kip HSPU or Ring-Dips; even when going at it hard for time. Just my preference, though. I usually only do a small hip kip with pull-ups, too.

I have to look at myself like this, one of my friends at Kitsap CrossFit said it best, "I know I'm not going to be the next Spealler or Salo or Froning. I'm just going to be the best I can be and have accepted that fact."

If you want the best results in a strength and conditioning program, you have to figure out what you want that result to be and strive towards it every day. Unless you want to be the "Fittest Man/Woman on Earth" then why not just utilize some of those movements to help make you strong, too.
