I think the goal is to maximize the amount of work done in a given amount of time. You want to find the combination of sets, reps, and minimal rest that maximizes your power output. Recovering from failure takes a lot of time so the 4x15 probably isn't the way to go. However, what the optimum combination is (10x6, 6x10, or whatever), is something you'll have to figure out with some experimentation.
