Getting stuck 2" off your chest isn't necessarily a sticking point. Often, when people aren't strong enough that's where they get stuck. Whereas if you had weak tris relative to your chest/shoulders you might not be able to lock out. So my weak answer, is just working hard on your assistance will help.
But, to focus on that area, consider dead stop benches and pause benches. Also, floor presses are good here.
If you are doing DE work, you also might want to consider a full pause on each rep then explode up.
Stronger back will never hurt.
