Yes, you should be able to jerk a lot more than you press. The inability to do so is usually the result of poor technique, i.e. not recruiting the legs & hips. Also in new lifters it's psychological. They are afraid to put that much weight over their heads. Also some people have a mental block about pushing themselves under the weight vs. pushing the weight up. Lot's of technical practice with light weight will help.
