once you're familiar with the movement, yes, you should be able to jerk far more than you press--the point of the jerk is that it allows you to use your hips, which are of course much stronger (or should be) than your shoulders/arms alone), to help elevate the bar, as well as to shorten the distance the shoulders/arms must press it by lowering your body before lockout.
