Rest periods for the WOD

When doing WODs that have a time or rep goal, when should I take rest periods:
- Between sets?
- Between circuits?
- Only when I begin to fail and need to rest my muscles for another attempt?

Iíve been opting for the last method. However, this way my workouts start stronger than they end which Iím not crazy about.
