It touts the USDAs stance on high carb diet, which is what they have been selling to an ever widening American public. If you took out grains and just stuck to fruit, beans and vegetables I would be more likely to agree with it.

At least they suggest a protein source at every meal, this is probably an improvement over the way most people eat.

Take into consideration this is from "runners world" Lots of the "permanent weight loss" is probably muscle and bone mass!
