Define "compete."

Can you still do the workout? Yes, obviously. You can do whatever workout you want.

Will your score "count" in the Open? Maybe. As Jared pointed out, different workouts handled this kind of issue differently. But who cares, since if you're scaling the workouts you're not going to be in the top places anyway.

On the other hand, some boxes build local competitions around the Open workouts as well. In that context, you might find all sorts of options for ranking scaled workouts, designed to fit the members of that individual box.
