At our Gym it is like you said, Buy a shirt, But there is a fee. There is a case by case basis so it is not in stone but I agree people should expect to pay.
I feel it is an entitlement feeling here i'd guess, It seem to me that more( not all) people feel they are owed or should be given more then earning or working for or paying.
But there are plenty of people who are just as hard set to make sure to be respectful it too.
