There IS no RX'd for rowing besides the distance. The damper setting isn't there to make the rowing more difficult - sure you have to pull harder at 10 but you're going to do a whole heck of a lot more pulls at 1 - it's there to make it fit how you row.
I usually sit at a 7, unless it's something really short like 100m intervals or 10 cals in a MetCon, then I have to bump it higher so the rower can keep up.
