For the sets of 21-15-9, when i deadlift, i reset after each rep (ie. i let go of bar) to prevent bouncing. does this still count as a complete set if i am able to pull for the reps?

when it says, for example, on deadlift day:

pick one of the protocols:
21-15-9 or 15-12-9
12=>15 reps

does that mean we pick one of the first 2 and then we do 12-15 with a lighter weight?
