my question: with clean pulls, is it better go to concentrate on going up in weight from week to week (say, from 225lbs to 250) or to stay at a given weight, and just try to pull faster and higher?

Ummm...both? I would increase weight as much as you can without losing the speed and power of the movement. Once the velocity is reduced too much, I would stick with that weight and attempt to speed it up. You can also incorporate lighter power-cleans, hang-power-cleans and throws to increase the speed of the hip-extension.
