is a muscle up on the pull up bar a good substitute for the one on the rings ? how much do they differ ? and which one is considered harder ?

They are quite different. As to which is harder, it depends on who you talk to. In general a MU on a bar is harder, but those that have practiced it extensively can do it with less effort than they can on rings.

I can rep 'em quicker on a bar but I kip more during said process as opposed to the rings.
