I do think it is a bit of an optical illusion with the way those shorts fit and his almost clownish shoes. He is pretty skinny, but then again basketball players overall have slighter builds than any of the other professional sports. Legend has it (actually, it's not legend, it is actually documented) that Kevin Durant couldn't bench 185 at the Draft Combine.

I think Chandler's legs work fine for what he does though, he was a great jumper in his younger NBA years.

When you're 7'1" with a 32" vertical leap, I'm guessing he doesn't need to worry about squatting.

In the pic you posted, he looks to have some serious calves (look, any 7' guy isn't going to be thick). Look at his right calf, you can see a pretty stout slab of muscle back there. Plus, back in the originally posted picture, look at the line of his right quad, between him and the girl. The lighting is way off, it's too crisp, lots of bright light coming in behind him, but his leg has a distinct black line tracing the shape. Compare that to his left arm, where the shape is blurred due to that bright light. Also, I don't know why this would have bee done, but look at the girl's butt: the left edge is clearly pixelated.
