Is this a good deal for my first bumper plates?

I think the plates may be a little high for used IMO. It looks like around (with some very quick estimated math) $1/pound and I believe for a little bit more - you could get new equipment.

The rack is a good deal but it's missing the pull-up bar that I would desire in a rack.

Those Mavrik bumpers are worth it. Those are GREAT bumpers. New, they cost around $5 per pound if memory serves, I think the 20kg new ones are about $229 each. If that sets within driving distance, grab it.

The front top bar is the pullup bar. Its round.

The Mavriks look like a must buy. But note that they have a slightly larger diameter (by about half a centimeter I think) than the 450 mm standard. If that's ok with you they are really top quality.
