Stretch your hamstrings using the bent-knee hamstring stretch! I can tell you as I had a similar issue including my achilles until I started mobilizing the upper hamstring. Once that area is loose, your plantar issues should die down once your elasticity is re-established. Tight hamstrings are just as bad as tight hip flexors. Treat them both with care, and you will have a happy body!
