Powerlifter? He looks strong, for sure.

My guess is that it's a mobility issue. Can he touch his toes when seated with straight legs?

Rather than work the toes-to-bar directly, work leg and posterior chain mobility a lot. I'd bet that his toes-to-bar will fix itself.
