Deadlift stalls 2-3" from the top

The deadlift is easily my best lift, but I have a tendency to really have to fight for the last 2-3 inches of the lift to lock it out. I get the bar to mid-thigh and struggle to finish it out...

I've seen some that follow this color scheme, but the more common ones that I've seen have 55# red, 45# blue, 35# yellow, 25# green, 10# black. That's the colors of my Pendlay competition plates.
