Timing workout ruined by people jumping on pull up bar while rowing. Need to make sure to be able to time workouts...breaks hurt...

No, I think this is perhaps where all the miscommunication is coming from. I don't mean "form" as a means to describe the "movement" itself. My problem is with defining and judging the precise way...

This is right...it tests who is best at that technique. Michael Phelps shouldn't do freestyle when the event is a butterfly...however, crossfit attempts to be so much broader than form based events....
