Yeah, I wouldn't recommend buying a 31mm bar. It might be good for squatting since it will probably be stiffer, but harder to grip for all the other movements because of the diameter.

I suppose you could try leveling it out with some quikcrete, especially if the concrete is that bad that you'd actually be improving it, and then build a platform on top. That's one option, anyway.
